The Zimbabwe Anti-Corruption Commission (ZACC) has announced the arrest of two officials from Juluka Enndo Joint Venture, Moses Mpofu and Mike Chimombe, on serious charges related to corruption and fraudulent practices.
The pair is accused of using falsified documents to unfairly secure a tender from Harare City Council.
The controversy centers around a tender issued by Harare City Council in May 2024, which sought contractors to rehabilitate street lights across two separate lots.
According to ZACC, Mpofu and Chimombe, acting on behalf of Juluka Enndo Joint Venture, are alleged to have submitted misleading and false documentation to the Council.

They purportedly misrepresented their compliance with the Public Procurement and Disposal of Public Assets (PPDPA) regulations, which are designed to ensure transparency and fairness in the procurement process.
Further investigations revealed that the financial report provided by Mpofu and Chimombe claimed to have been audited by a consultancy firm.
However, ZACC’s probe uncovered that this consultancy company is not registered, casting doubt on the legitimacy of the financial documents submitted.
This development is particularly significant given the broader context of Mpofu and Chimombe’s legal troubles.
The two have been in custody for several weeks in connection with a separate case involving allegations of massive fraud.
Specifically, they are accused of defrauding the government of over US$7 million through the presidential goat scheme—a high-profile program intended to support agricultural development.
The ongoing legal issues surrounding the duo underscore the gravity of the current allegations and highlight the broader concerns about corruption within procurement processes.
