The Zimbabwe Republic Police (ZRP) has issued a statement emphasizing the importance of ensuring that all vehicles operating on the country’s roads are fitted with permanent registration plates, in a bid to enhance road safety and accountability.
This measure is crucial not only for legal compliance but also for the protection of motorists and pedestrians alike.
In their communication, the ZRP clarified that any vehicle lacking permanent registration numbers cannot be legally licensed or insured, creating a significant risk for those involved in road mishaps.
The Vehicle Registration and Licensing Act, Chapter 13:14, explicitly stipulates that any recently acquired vehicle must have its ownership change processed within a two-week timeframe, followed by the necessary licensing procedures.
This regulation is designed to ensure that all vehicles on the road are accounted for, particularly concerning issues of liability in the event of an accident.
Vehicles that have not been licensed are prohibited from being driven on public roads, as they pose a threat to public safety without the necessary insurance coverage.
Furthermore, the Police highlighted that unlicensed and uninsured vehicles significantly jeopardize the welfare of innocent individuals who may be affected in the event of accidents.
Legally, victims of such incidents often find themselves without recourse for compensation, leading to adverse outcomes for those harmed.
In recent observations, the Police have noted a concerning trend: vehicles operating without registration plates are often used in criminal activities, such as armed robberies.
The anonymity afforded by the absence of registration makes it increasingly difficult for law enforcement to trace these vehicles back to their owners or to investigate crimes effectively.
Additionally, unregistered vehicles are used by rogue motorists, including illegal transport operators known as “pirate taxis” or “mushikashika,” who blatantly disregard established road rules and operational regulations.
To address these issues, the Zimbabwe Republic Police has intensified enforcement measures aimed at identifying and impounding any vehicles found operating without proper registration plates.
Under the new enforcement policy, any vehicle discovered lacking these essential identifiers will be impounded and will only be released once it is properly outfitted with the requisite number plates.
This directive is inclusive of vehicles that may have been imported and are currently operating with temporary plates, underscoring the Police’s commitment to uphold the law without exceptions.
The ZRP has also reassured the public that the Central Vehicle Registry maintains an adequate supply of number plates.
This availability eliminates any potential excuses motorists might have for failing to register their vehicles after importation.
Motorists are encouraged to take this warning seriously, as failure to comply with vehicle registration requirements may lead to significant legal repercussions, including fines and the immobilization of their vehicles.
The ZRP’s commitment to road safety underscores the need for all drivers to adhere to the established laws governing vehicle operation in Zimbabwe.
