The Ministry of Local Government has publicly addressed growing concerns regarding the allocation of premium land allocations to sitting Members of Parliament, including opposition CCC representatives.
Documents circulating on social media reveal legislators stand to receive plots ranging from 300 to 1,000 square meters in Harare’s exclusive Borrowdale neighbourhood.
Ministry of Local Government Defends Land Allocations
In an official statement, the Ministry explained that this forms part of a parliamentary benefits program initiated in 2013.
‘This facility is a once-off entitlement given as a non-monetary benefit, which is part of their conditions of service. In implementing this programme, government is fulfilling its commitmnet of enhancing the welfare of Honourable members, as it is doing for war veterans, women, the youth and civil servants.’

Nationwide, 263 residential stands have been earmarked for MPs, with 188 in the capital city. The scheme has reportedly benefited legislators across three parliamentary terms.
“This non-monetary benefit represents a one-time entitlement under members’ service conditions, consistent with government’s commitment to improving welfare for public servants, war veterans, and other special groups,” the Ministry stated.
MPs Break Ranks Over Controversial Allocations
Despite government explanations, several parliamentarians have publicly distanced themselves from the program. Norton legislator Richard Tsvangirai firmly denied receiving any land, calling the reports “completely false.” Similarly, Marondera Central’s Caston Matewu confirmed rejecting the offer, characterizing the housing scheme as politically motivated.
The controversy intensifies as critics allege the allocations may represent an attempt to secure parliamentary loyalty ahead of potential impeachment proceedings. The situation remains fluid as more legislators are expected to clarify their positions in the coming days.
