HARARE City Council director of Water, Engineer Phakamile Mabhena Moyo, has been appointed acting city town clerk following the arrest of Hosiah Chisango.
Eng Mabhena Moyo has been at the helm before, having acted for almost a year sometime between 2022 and 2023 when Chisango returned after being barred from council, pending finalisation of his court cases.
The Zimbabwe Anti-Corruption Commission (ZACC) arrested Chisango on Wednesday night in connection with a US$9,2 million street lights scandal that has already sucked four other council officials.
The other four are Never Murerwa (62), Jabulani Mukomazi (44), Denford Zhungu (69) and Tawanda Mutenhabundo (29).
Speaking during the 1 927th ordinary council meeting yesterday, Harare Mayor Jacob Mafume said Eng Mabhena Moyo will be the acting town clerk pending finalisation of Chisango’s case.
“The town clerk has been arrested and before that a number of our staff have been arrested from the procurement department.
“We have asked Eng Mabhena Moyo to be acting town clerk,” he said.
Chisango was on suspension with benefits from 2020 to 2023 and was cleared of a litany of cases, some of which he was jointly charged with other officials.
He was first arrested in 2020 and later cleared on land deals involving the issuance of stands in Kuwadzana to a land developing company.
