Former minister of Foreign Affairs, Tourism and Hospitality Industry Dr Walter Mzembi slammed the deployment of minister.
Mzembi said, “a national will be lucky to be served in any portfolio by whose loyalty and professional backgrounds converge on an appointment”.
Former cabinet member indicated that Ministers learn on the job, they performance will be determined by the efficiency of the bureaucratic teams supporting them.
On his X (formerly known as twitter) handle account he wrote the following:
“A Ministerial Appointment is exactly what it is ; an appointment or deployment from nowhere, often a big surprise even to the appointee.”
“No one applies to be a Minister . So a Nation will be lucky to be served in any portfolio by persons whose loyalty & professional backgrounds converge on an appointment.”
“Often its a square plug in a round hole with passion becoming the only thing that will distinguish performance; All Ministers learn on the job notwithstanding background.”
“Their performance will be determined by the efficiency of the bureaucratic teams supporting them.”
“So away from Ministry mandates , in Cabinet debates / contributions , or Party & other social engagements or assignments for example an appointing authority may observe where the natural passion of a Minister is , and at the next reshuffle opportunity fine tune and reassign to their natural or optimal fit.”
“So many Ministers parrot speeches , recite presentations some with understanding yet others without, some with such bravery and confidence , you only have to trip them with a few off script questions and they are exposed, but bottom line they are all learning on the job while executing their mandates and with experience they get better .”
“Many also end up doing the job of their parastatals , operational stuff sacrificing policy which is their core brief , its a thing to be guarded against .”
This comes after H. E President Mnangagwa re-assigned Minister Sithembiso Nyoni from the Ministry of Industry and Commerce to head the Ministry of Environment, Climate and Wildlife.
