Harare Province legislator Hon. Gladys Hlatywayo has expressed strong criticism towards the PVO Bill, asserting that it is anti-citizen and detrimental to public interests.
She stated, “The Private Voluntary Organisations Bill is a retrogressive piece of legislation that the Parliament of Zimbabwe should not consider at all.
It aims to limit civic space, and if you examine the government’s policy documents, including the National Development Strategy (NDS), you will see that human rights within the civic space are central to re-engagement.”
She detailed that the bill grants excessive power to the minister, allowing interference with the operations of governmental and non-governmental organisations under the PVO.
“The PVO Bill should not be considered, especially given the current challenges we face, such as drought.
The government should be creating an enabling environment for civil society organisations and private voluntary organisations,” Hlatywayo added.
She concluded by urging the Executive to reconsider such issues.
