He emphasised the importance of the broadest possible attendance from all continents, including Latin America. He also expressed his gratitude to the Spanish Parliament for its support of Ukraine.

You can easily google videos of other foreign leaders visiting Spain and other countries and see that red carpet is more often not used than used.
